We should employ talented people and value moral people. 

A person who has both moral character and talent should be employed even breaking the rule. 

A man of virtue but no ability should be developed and then we employ him. 

Never appoint a man who has only ability but no virtue. 

Everyone is talented and the key is how to identify and use it. 

Different use will get different results. 

We should make full use of everyone's talents and embrace everyone's weaknesses.
